Program Manager- Shared-Use Mobility Center

Based in Los Angeles or Chicago offices in 2021, starting remotely in January

General Overview:

The Shared-Use Mobility Center (SUMC) is a non-profit public interest organization promoting multimodal transportation systems that work for all. Through pilot projects, research, capacity-building, and advocacy, SUMC helps communities realize a vision of an equitable and sustainable mobility future.

SUMC is expanding its LA and Chicago offices to serve a growing set of programs that support practitioners and stakeholders in pursuing transportation equity and climate mitigation. A key area of SUMC’s work involves experimenting and innovating through a variety of pilot programs and consulting projects, in partnership with local agencies, community organizations, and private sector mobility providers. Project examples include:

  • Deploying and evaluating EV charging hubs for shared mobility services in disadvantaged communities
  • Working with a non-profit human services transportation provider in the Atlanta area to develop on- demand services through an inclusive planning process with disabled and senior riders
  • Creating an integrated network of zero-emission mobility options tied together through a mobility-as-a- service platform in Fresno,
  • Working with LADOT to implement its Transportation Technology Strategy with low-income communities and communities of color
  • Identifying transportation solutions that help to address food insecurity and lack of access to healthy foods in Dallas, TX

Position Overview:

The Program Manager will work closely with the Program Director and SUMC’s California and Chicago teams to manage a set of pilots and consulting projects while contributing to broader programmatic activities. The position presents a rare opportunity to work across the public and private sectors to shape the future of mobility around climate and social equity goals. SUMC has a small but growing staff responsible for a wide range of duties in a thoughtful, creative, fast-paced atmosphere. Depending on needs at the time, the Program Manager may be responsible for delivering technical assistance, managing client relationships, conducting research and analysis, preparing planning documents, doing outreach and stakeholder engagement, and handling administrative tasks. Subject matter is also wide-ranging and may include transportation planning, community engagement, procurement, public-private partnerships, accessibility, data management, and innovative technology, such as trip-planning software and electric vehicle charging infrastructure.

Program Manager Duties May Include:

  • Performing project management duties such as work planning, client interaction, managing subcontractors, tracking budgets, and preparing invoices
  • Conducting research and analysis using diverse datasets and tools such as GIS and SUMC’s mobility carbon calculator
  • Supporting local partners in carrying out meaningful community engagement to involve the public in transportation decision-making, especially in historically marginalized communities
  • Designing and leading events such as workshops, trainings, webinars, and conference sessions, in both in-person and virtual formats
  • Developing polished, engaging narrative documents such as memos, white papers, and local agency plans
  • Translating lessons learned into broad-scale capacity-building resources such as guidebooks, fact sheets, case studies, videos, and podcasts
  • Contribute to program planning and organizational strategy in collaboration with partners and colleagues
  • Facilitate relationships between SUMC management and potential partners, and maintain account and contact information in SUMC databases
  • Contribute to SUMC communications efforts such as authoring blog posts and news items
  • Represent SUMC at meetings and conferences
  • Gain a deep understanding of identified topic areas as a subject matter expert

Required Qualifications:

  • Bachelor’s degree in a related field such as city planning, public policy, or business administration AND at least five years experience in related positions such as transportation and land use planning or mobility industry operations, product development, or policy/public affairs


Master’s degree in a related field such as city planning, public policy, or business administration AND at least three years experience in related positions such as transportation and land use planning or mobility industry operations, product development, or policy/public affairs

  • Experience analyzing and communicating transportation best practices
  • Excellent interpersonal and verbal communication skills
  • Strong writing skills and eye for design, and an ability to take narrative documents from outline to complete draft with minimal editorial oversight
  • Strong attention to detail and time management skills
  • Self-starter with ability to identify needs and next steps with minimal guidance
  • Spirit of creativity, innovation, and leadership that will inspire and instill confidence among partners

Preferred Qualifications:

  • Experience working in or with local or regional transportation agencies
  • Ability to engage individuals representing different cultures and backgrounds with ease, adapting language and style to the context both in-person and virtually
  • Familiarity or experience with racial and social justice work and strategies
  • Experience in non-profit fundraising or business development
  • Spanish-language competency
